Representative Kelly is the Vice Chair of the U.S. House of Representatives Energy & Commerce Committee and sits on the health subcommittee, one of the key committees in Congress focusing on healthcare. Congresswoman Kelly also belongs to healthcare specific caucuses, including serving as Chair of the Congressional Black Caucus Health Braintrust and Co-Chair of the Congressional Black Caucus Healthcare Taskforce.

Congresswoman Kelly is a vocal supporter of expanding telehealth services, including having introduced legislation, penned letters, and spoken at events in support of telehealth expansion. The Congresswoman is also a cosponsor of the bipartisan Safe Step Act (H.R.2163)—legislation supported by DHPA—that seeks to remove barriers to physician prescribing decisions.

The fundraising event for Representative Kelly is by invitation only.

9:15 am – 10:45 am: Federal Legislative & Regulatory Issues of Importance to Independent GI Practices — Grand Ballroom, Lobby Level

DHPA’s lobbyists, John McManus, and Elizabeth Barnett (Tracy Spicer’s partner at Avenue Solutions), along with DHPA legal counsel, Howard Rubin, will provide an overview of key health policy issues of practical importance to DHPA’s member practices.

Among other topics, John, Elizabeth and Howard will discuss (i) key issues arising under the Medicare Physician Fee Schedule and Outpatient Prospective Payment System/Ambulatory Surgery Center Proposed Rules for Calendar Year 2023, (ii) potential Part B Drug reimbursement changes, (iii) efforts to promote expansion of site-neutral payment policy, and (iv) the future of telehealth coverage and reimbursement.

DHPA is excited to be welcoming back Corporate Members J&J and Takeda to speak with the Board of Directors on significant health policy issues of importance to our member practices and the patients we serve.

Half of the DHPA Board will spend this 45-minute session with Molly Miller, National Health Policy & Advocacy Director-Immunology, and Mike Mayers, Health Care Policy and Strategy Director, from DHPA Corporate Member J&J. The other half of the DHPA Board will spend this 45-minute session with Stacey Poole, Director, Therapeutic Area Policy & Advocacy, and Steve Tilton, Head of U.S. Government Affairs, from DHPA Corporate Member Takeda Pharmaceuticals.

We are honored to have joining us as our Keynote Speaker, Professor Craig Garthwaite, the Herman R. Smith Research Professor in Hospital and Health Services, a Professor of Strategy, and the Director of the Program on Healthcare at Northwestern Kellogg.

Professor Garthwaite is an applied economist whose research examines the business of healthcare with a focus on the interaction between private firms and public policies. He has testified before the United States Senate, United States House of Representatives and state legislatures on matters related to the healthcare markets, prescription drugs, and health care reforms.

His research has appeared in journals such as the Annals of Internal Medicine and the New England Journal of Medicine. In addition, he is a frequent media commentator appearing in media outlets such as the Wall Street Journal, Washington Post, and The New York Times.

We are honored to have Ms. Laura Wingate, Executive Vice President for Education, Support & Advocacy at the Crohn’s & Colitis Foundation (CCF), joining us to provide an update on all that CCF is doing in support of our patients. CCF is a tremendous partner to our practices and is at the forefront of working to find cures for Crohn’s disease and ulcerative colitis and in improving the quality of life of children and adults affected by these diseases.

2:30 pm – 3:00 pm: State Health Policy Committee Report
Grand Ballroom, Lobby Level

DHPA Chair of Health Policy, Dr. Scott Ketover, and DHPA legal counsel, Howard Rubin, will report on legislative issues pending in statehouses that could have significant impact on patient access to high-quality, cost-efficient care furnished in independent GI practices.

Topics will include legislation signed into law in California in June 2022 aimed at addressing health care market consolidation and legislative efforts underway to modernize State self-referral laws to more closely align those laws with the newly-modernized federal Stark law. Dr. Ketover and Mr. Rubin will also report on grants provided to DHPA member practices from DHPA’s State Health Policy Action Fund.

3:00 pm – 3:45 pm: Developing and Supporting Effective Community Engagement Initiatives to Increase Colorectal Cancer Screening Rates — Grand Ballroom, Lobby Level

We are honored to welcome back Dr. Linda Rae Murray, former chief medical officer for the Cook County Department of Public Health and adjunct assistant professor for the University of Illinois School of Public Health.

Dr. Murray will join Mr. Marcus Murray, executive director of Project Brotherhood, and Dr. Fred Rosenberg of Illinois Gastroenterology Group to discuss the importance of community education and engagement in increasing colorectal cancer screening rates.

Project Brotherhood’s community-based outreach and prevention program works to increase health awareness by training Black men to provide preventive health messages and literature in a culturally and gender-specific way. Whether it is on the baseball field, basketball court, or just hanging on the corner, Project Brotherhood has become a trusted source of health information and services for men on the south side of Chicago.
